James A. Burton, Sr. is a fifteen-year veteran employee of the State of Ohio, Division of Equal Opportunity with over 25 years of experience in business and an Administrator, accountant and entrepreneur.

Currently, Mr. Burton is the Program Manager/Administrator for Ohio’s Construction Contract Compliance program that ensures the employment of representative numbers of minorities and females in the workforce of state construction contractors.  Mr. Burton oversees the monitoring, reporting, certification and compliance activities of over 4000 construction contractors doing business with the State of Ohio.

From 1993 to 1995 Mr. Burton served as the EOD’s Special Project/Program Manager and was responsible for managing the activities and ensuring compliance with MBE set aside requirements of agencies and public universities involved in locally administered construction projects and contracts.

Mr. Burton has extensive knowledge and experience in business management having served as the Program Manager of the EOD Minority Business Enterprise Certification unit from l985 to 1993.  As Program Manager, Mr. Burton coordinated and directed the activities of the MBE unit that included the certification/recertification of over 2500 minority businesses.

In addition to Mr. Burton’s state service, he also served as Senior Business and Planning Analyst with Source International and Executive Director of the Executive Business Development Corporation that provided loan-packaging and technical assistance to minority businesses.  In this position Mr. Burton marketed the businesses to major industries, developed training programs, prepared operating budgets and marketing assistance.

James Burton served as President of the EEO Development Corporation and was the Program Administrator responsible for monitoring economic business opportunities and analyzing the employment market for placement of minorities and females.  Mr. Burton later served as CMACAO’s Deputy Director of Administration and Finance responsible for the administration of a $9 million budget, prepared financial reports, cash forecast requirements for operations and program variance reports.

James Burton was a buyer and Cost Accountant for RANCO, Inc. and was responsible for buying manufacturing materials for production and developed cost systems to determine the contribution of each product to profit and loss.

James Burton attended and received certification from Franklin University (Columbus, Ohio), the Roxbury Institute of Business Management, the American Contract Compliance Association, University of Minnesota and Colorado University.
