Be
it known that we, the undersigned, all active members of KAPPA KAPPA PSI, from
The University of Akron, recognized formally by the National Headquarters at chapterChapter. The
regulations, stipulations, and bylaws contained herein shall govern our future
activity, which shall at all times be consistent with the letter and spirit of
the Code of the National Chapter.

Be it known that Zeta Omicron Chapter of KAPPA
KAPPA PSI, honorary fraternity for University Band members of The University of
Akron, is an organization operating exclusively in the field of The University
of Akron Bands, for the following several purposes:
1.
To promote the
existence and welfare of The University of Akron bands and to cultivate at
large a wholesome respect for their activities and achievements.
2.
To foster a
program of active assistance to the Director of Bands, assuming a designated
share of responsibility in the recruiting and organization of the membership of
the band program.
3.
To honor
outstanding band members through privilege of the membership extended as a
reward for technical achievement and an appreciation for the best in music.
4.
To stimulate
leadership on the campus and promulgate an uncompromising respect through the
medium of the University bands for proper conduct, good taste, and an
unswerving loyalty to the ideals and organizations of which one is a part.
5.
To foster a close
relationship between College and University bands and promote a high average of
attainment by the performance of good music.
6.
To promote the
selection and participation in worthwhile projects within the campus and
surrounding community.
7.
To provide a
pleasant and helpful social experience for all engaged in a University band
work, and to cooperate with other musical organizations in a manner consistent
with the purposes of the

This document establishes and prescribes the
authorized regulations pertaining to the functions and the operations of the
organization for which it is written and of which it is a part.
At no time shall any phase of this constitution or its
policies be permitted to be in conflict with the spirit and meaning of the
Constitution of the National Chapter of KAPPA KAPPA PSI. Any dispute over the
interpretation or jurisdiction that cannot be properly resolved within the
local chapter shall be submitted to the National Executive Secretary for
consideration, opinion, and decision, which shall be the final authority in all
cases.
The name of this organization shall be Zeta Omicron
Chapter of KAPPA KAPPA PSI FRATERNITY of College Band members.
When and at such time as circumstances may arise by
reason of the need of acquiring property and/or other expanded administrative
or social requirements not otherwise specifically provided for in this
constitution, the Chapter shall be incorporated under the laws of the State of
The purpose of this organization shall be those
purposes listed in the Preamble to this Constitution.
This
Chapter shall work, when appropriate, in conjunction with the EI Epsilon Iota chapter
of TAU BETA SIGMA at The University of Akron to achieve the purposes stated
above.
The Zeta Omicron Chapter shall at all times be subject
to the general jurisdiction of the National Chapter of Kappa Kappa Psi and
shall at all times comply with the directives issued by its officers through
the National Executive Director. Zeta Omicron Chapter shall conduct its affairs
in such a manner as will reflect creditably upon the National Chapter, The
University of Akron, and The University of Akron band programs.
The Chapter shall have jurisdiction over all its
members at The University of Akron, and will maintain liaison with the Office
of the Dean of Students Services in order to insure that at no time will the
Chapter’s activities be in conflict with established policy of The University
of Akron.
The sponsor of the Chapter, who shall be either an
alumnus or honorary member, must be a full-time faculty or staff member of The
University of Akron and shall be chosen by the electorate of the chapter Chapter and
shall serve with the approval and at the pleasure of the National Chapter of
the Fraternity, the Director of Bands, and the administration of The University
of Akron. The sponsor(s) shall serve in an advisory capacity to the officers
and members of the chapter Chapter and shall
represent the chapter’s Chapter’s interest in
faculty and administrative circles of The University of Akron until
circumstances arise that the faculty sponsor cannot fulfill their
responsibilities to the Chapter. Except as may be hereinafter provided, the
sponsor shall have no vote in chapter Chapter deliberations.
Chapter membership shall consists of (7) types:
Active, Associate, Conditional, Inactive, Alumni, Life and Honorary Membership.
All Active, Associate, and Conditional memberships expire September 30.
An initiated member of TAU BETA SIGMA shall never be
granted active status in KAPPA KAPPA PSI.
A band member may be offered entry into the Membership
Education Program of the Fraternity after the satisfactory completion of one
(1) term as a member of the college or university band unless exception is made
by the Chapter Sponsor. The prospective member shall be a band member who
possesses unusually good character and demonstrates leadership potential.
Eligible individuals shall be permitted entry into the
Membership Education Program at the request of an active member of the
Fraternity. A negative vote of twenty-five (25) or five (5) membermembers,
which ever is greater, of the eligible active membership shall be required to
prevent a person from entering the Membership Education Program of the
Fraternity. If a person is rejected on a second ballot in the same meeting, the
name shall note be proposed again during the current academic year.
Prior to initiation, the membership candidate must
receive a favorable vote of seventy-five (75) percent of the eligible voting
membership and pay an initiation fee and
the year’s national dues as determined by the National Cchapter (refundable if
not initiated) to the Chapter Treasurer who shall forward it immediately to the
National Headquarters. The candidate shall not be considered
initiated until said name has been recorded in the master Chapter Roster at the
National Headquarters. Any chapter that submits information for initiates later
than thirty (30) days after the initiated date will be assessed a late
reporting fee of an additional twenty_-five (25) percent of
the total number of initiates submitted.
Active members of the Fraternity shall be registered
students and member of the college or university band program who have been
formally initiated after the completion of the Membership Education Program of
the Fraternity. All annual dues and fees must be paid up to date to maintain
active membership in the Fraternity.
It shall be the duty of each active member to attend
all meetings of the Cchapter; to pay
promptly all financial obligation to both the cChapter and the
Fraternity; to become acquainted with the national Constitution, District
constitution, the local constitution and the history of KAPPA KAPPA PSI; and to
support the efforts and purposes of the cChapter and Fraternity.
Any member of any KAPPA KAPPA PSI chapter who has
recently been an active member of that chapter is, upon transferring to another
school, eligible to become an active member at the chapter of that school.
Active membership will be granted to the member upon enrollment in the band
program at the new school and fulfillment of all financial obligations.
Membership under conditional status shall be granted
to any previously Active member of TAU BETA SIGMA whose local institution does
not possess an active TAU BETA SIGMA chapter and who meets the transfer
requirements as defined in the KAPPA KAPPA PSI Transfer Policy. The conditional
memberships shall not exceed thirty (30) days during which time such member
shall enter an orientation period to become familiar with the principles of
KAPPA KAPPA PSI and the operations of the local chapter. At the end of the
orientation period, such member may request associate status. Associate member status
shall be conferred upon such member with the approval of the local chapter and
sponsor.
Associate members hall have all the rights,
privileges, and responsibilities associated with active membership. Associate
membership shall be granted to any member who has previously transferred to a
KAPPA KAPPA PSI Transfer Policy or who has been granted honorary membership in
lieu of the Transfer Policy.
Conditional status in the Fraternity may be requested
by an active member when that member cannot, without undue hardship, continue
to meet the requirements for active status. The request shall be in writing and
shall state the specific reasons for requesting conditional status. To become
effective, the member shall have paid national member dues for the current
academic year. The request shall be approved by a majority vote of the cChapter,
with approval of the Sponsor/Director of Bands. Conditional status shall not be
maintained for more than one (1) year.
Conditional member may, at the discretion of the local
chapter, attend Chapter meetings, District and national Conventions and events,
participate in Ritual, participate in chapter fundraisers and service
projectsChapter fundraisers and service projects,
and attend Cchapter
social functions. Conditional members shall not hold office, propose candidates
for membership, introduce business, vote on any matters, or act in the capacity
of a big brother.
Former active members who are enrolled in school but
do not pay member dues shall be classified as inactive members. Inactive
members have no privileges of Fraternity membership. Inactive members may not
participate in any Fraternity businesses, project, or activities. To return to
active status, said member must request in writing of the local chapter. Upon
approval by the local chapter and sponsor, and payment of all financial
obligations to the National Headquarters and the local chapter, said member
shall be returned to active status.
Alumni members of the Fraternity shall be those
Active, Associate or Conditional members of the Fraternity who have completed
their education or who have terminated their affiliation with their college or
university. Any alumni member shall have all privileges of an active member,
except those of voting and introducing business. In the event an alumni member
wishes to reactivate with the respective chapter, said alumnus must be
registered as a student, be an active member of the institution’s band, and
meet requirements as an active member of the local chapter.
Any
alumni member upon payment of a Life Membership contribution, the amount to be
set by the National Chapter, along with an application to the National
headquarters, shall be entitled to Life membership privileges and may, if
desired, subscribe to The PODIUM.
Honorary members of the Fraternity shall possess the
same general qualification as active members except that they shall not necessarily
be regularly enrolled in the college or university where the chapter is located
nor possess any qualifications as musicians. They shall be generally recognized
as outstanding in their field of endeavor or shall have performed outstanding
service for the college or university band of Fraternity.
When considering Honorary memberships, one week must
pass between the motion and the voting upon this motion, providing for due
consideration of the merit of the person being offered Honorary membership in
the Fraternity.
An initiation fee as determined by the National
Chapter for each honorary member initiated by a chapter shall be paid by the
Chapter Treasurer to the National Executive Director prior to the initiation
and shall entitle the honorary member to Life Membership privileges in the
Fraternity without further obligations. The National Executive Director shall
provide a special membership certificate and membership card and gold
recognition button. Additional jewelry for honorary members may be purchases by
the chapter if deemed advisable.
Upon due cause, a member of the Fraternity may be
placed on probation following a favorable vote on the motion of seventy-five
(75) percent of the chapter’s eligible voting membership and approval by the
chapter sponsor.
A member placed on probation shall be informed, in
writing, of the following: the reasons for probation; specified time period in
which to make a restitutionrestitution; and the
obligations needed to be fulfilled within that time period. Fulfillment of all
obligations within the specified time period shall return said member to
previous membership status. Fulfillment of all obligations shall be approved by
the chapter and sponsor. Failure to complete all obligations is just cause either for either an
extension of the probationary term or for the initiation of suspension
proceedings.[.2]
Upon due cause, a member of the Fraternity may be
suspended following a favorable vote of seventy-five (75) percent of the
chapter’s eligible voting membership and approval from the chapter sponsor.
Suspended members may not participate in any Fraternity business, projects, or
activities.
A member placed on suspension shall be informed, in
writing, of the following: the reasons for suspension; a specified time period
in which to make restitution; and the obligations needed to be fulfilled within
the time period. Fulfillment of all obligations within the specified time
period shall return said member to previous membership status. Fulfillment of
all obligations shall be approved by the chapter and sponsor. Failure to
complete all obligations is just cause for wither an extension of the
suspension term of the initiation of expulsion proceedings.
Upon due cause, a member of the Fraternity may be
expelled following a favorable vote of seventy-five (75) percent of the cChapter’s
eligible voting membership and approval of the cChapter sponsor. Such
expulsion must conform to the rules and regulations of the local institution
involved. The member will be given a hearing before the said motion is voted
on. The vote will be a secret ballot, and the member will be informed of the
vote totals. Having been expelled, the member shall return to the chapterChapter
all regalia and property of the Fraternity being held, and the name shall be
stricken from the Master chapterChapter Roster at the
National Headquarters.
Membership status in KAPPA KAPPA PSI may not be
terminated by the member through resignation. However, as stated in 5.20, 5.21, 5.22, and 5.235.20, 5.21 and 5.22, a member may be
suspended or expelled for due cause by the chapterChapter
of his/her affiliation.
A student must have completed at least one (1)
semester in a University Band and received a passing grade to enter the
membership education process of KAPPA KAPPA PSI.
The term Bands as herein used shall be understood to
include the Symphonic, Marching, Concert, University, Blue & Gold Brass,
Jazz, Summer Concert, and other such bands as maybe included in the band
program of The University of Akron.
All prospective members must be enrolled in a
University band. The candidates shall possess good moral character and they
shall possess demonstrated qualities of leadership. As a contingency of
eligibility, each prospective member shall have a minimum scholastic average of
at least a 3.00 in University bands and at least a 2.00 cumulative GPA in their
studies. Each candidate with the proper qualifications shall be initiated in an
appropriate ceremony as directed by the membership Education Officer.
The membership education program for each class shall
be determined and carried out by the Membership Education Officer, with the
assistance of the Membership Education Committee.
The duration of the membership education program must
be no less than four (4) weeks and no more than ten (10) weeks from
administration of first degree, unless deemed different by the membership
Education Offer, with the approval of the Executive Committee.
Prior to Third Degree, the candidate shall pay an
Initiation Fee to the Chapter Treasurer, who shall forward the appropriate
amount to the National Executive Director, while the remained shall be included
in the Chapter Treasury. If initiation fees are not paid by Third Degree, the
candidate is ineligible to participate in the ritual. Exceptions will be
reviewed by the Executive Committee. This Initiation Fee shall entitle the
initiate to receive a membership certificate, identification membership card,
and a gold recognition pin, all to be supplied by the nation Executive
Director.
Formal administering of the First Degree in preparation
for the membership education lesson shall be accomplished the first week of
each membership
trainingmembership-training period. Formal
initiation shall be the occasion for the administering of the final two (2)
degrees of the ritual.
The voting on initiates shall be conducted as follows:
Decision as to the candidatescandidate’s
eligibility shall take place at a regularly scheduled meeting before any votes
are cast.
Initiates shall be voted on prior to First degree,
Second Degree, and following Review Board.
Once a candidate is voted out, they shall have the
option to start the membership education process the next semester or submit a
written plea for a revote to the Executive Committee.
The Executive Committee shall determine if a second
vote is necessary after informing the prospective member that a second major no
vote will deem the prospective member ineligible to start the membership
education process for a full calendar year. If the prospective member wishes to
continue, the second vote will be held at the next regularly scheduled meeting.
If the prospective member is voted back in, the
prospective member must make-up all of the missed requirements during this
process.
If an initiate’s term of membership education is
terminated, wither by being voted out, or by quitting, a new, full term
membership education must be followed, completing all the steps of the
membership education program and all degrees of the new membership education
period.
Once a candidate’s name has been given to the
Membership Education Officer, it must be submitted to the National Officer
using the proper forms. The candidate shall not be considered initiated until
the forms are processed by the National Office.
The officers of the Chapter shall be: President,
Vice-President, Parliamentarian, Membership Education Officer, Treasurer,
Secretary, Historian, and Colonization when needed.
The electorate of the Chapter shall elect the
previously stated officers at a regularly scheduled meeting of the chapterChapter.
All elected officers shall be of the electorate of the
Chapter. Each officer shall possess more than ordinary business ability and
shall be capable of representing the Fraternity under all ordinary conditions.
All officers shall have the best interests of the Fraternity at heart and shall
be willing and able to devote the necessary time to the execution of their
office.
At a time no later than the 13 week of each semester,
the President shall invite nominations (no second needed) from the floor for
each office to fill a slate of candidates considered best suited to serve the
needs of the Fraternity.
The person nominated has the right to accept or
decline the nomination at that time. In additionaddition, that person
has the option to present a speech. If the person is not present, the person
carrying heir proxy has the right to accept or decline the nomination(s).
Persons nominated for the offices of President and
Membership Education Officer shall be chosen from members who have been in the
Chapter as active members for at least two (2) full semesters (fall or
spring). New Initiates shall be allowed
to run for Vice-President, Parliamentarian, Treasurer, Secretary, Historian,
and Colonization. All nominees must be in good standing with the Chapter and
The University of Akron and with the exception of the Treasurer must expect to
hold office for the semester following their election. The Treasurer shall
expect to hold office for the summer immediately following and the entire
academic year concurrent with that summer. For those offices elected at the end
of the Spring semester, they shall be expected to hold office for the summer
and fall semester following.
The officers shall be elected on a secret ballot with
all the assembled electorate, proxies, and candidates casting a vote. This
balloting must be held on or before the last meeting of the Spring semester. Each
ballot shall be
filled in separately in the order listed in Section .7.1 The
results will be counted by any (3) or all of the Officers, except those running
for the particular office. The results will be made known to the Fraternity by
the President, before proceeding to the next office. This will ensure that a
candidate failing for one (1) office may remain eligible for nomination and
election to succeeding offices balloted upon.
A majority (50% +1) of all votes cast shall be
necessary for election and in the vent the slate consists of three (3) or more
candidates for the office and no majority is shown, another ballot shall be
taken on the two (2) names receiving the highest number of votes until a
majority (50% + 1) is received.
Chapter Officers shall serve without compensation.
Each officer shall have one (1) vote at all meetings,
except the President who shall vote only in the case of a tie vote.
The officers shall carry out the duties described
below:
The President shall:
be Chief Executive Officer of the Chapter
be a member ex-officio of all committees.
appoint Chairmen Chairs to those committees whichcommittees, which
are not assigned Chairmen Chairs herein.
shall prepare and send all reports to the national
Executive Director of the Fraternity at specified by the national constitution.
be designated as the official representative of the
Chapter whenever such representation shall be required.
have the order of business for the day prepared for
each meeting.
insure all reports, forms, and money are sent to the
District Governor(s) and members of the District Council at time specified by
The District Constitution or Policy Handbook.
The Vice-President shall:
in the absence of the President, assume all duties of
the President of the Chapter.
be a member ex-officio of all Chapter committees.
serve as chair of the Executive Committee and prepare
the order of business for those Meetings.
oversee the completion of duties and insure successful
performance of committee heads
be responsible for the management of special projects.
These would include new activities for the chapterChapter,
projects that would involve multiple committees, or those assigned by the
Chapter.
maintain a list of current officers, their address,
the name of the required Faculty Advisor, and the most recently amended
constitution on file with the Office of Student Development.
assist in preparing reports on Chapter activities and
news, and insure they are sent to the national Executive Director at times
specified by the National Constitution.
be responsible for keeping a log of Chapter
activities, to include a description of the activity and the number of active
members, prospective members, and other participants.
shall acquaint himself or herselfthem[.3] self with the requirements,
and insure he or she[.4]
chapters eligibility for the National “Chapter Leadership Award” and District
“Superior Achievement Award.”
The Parliamentarian shall:
assure that meetings of the chapterChapter
are run in accord with Robert’s Rules of Order unless otherwise stated by the
Fraternity.
rule upon questions of procedure which may arise.
sit at the door of meetings to control those coming in
and leaving during the meeting, only letting those in who use the KAPPA KAPPA
PSI knock.
be in charge of all disciplinary actions at meetings.
be responsible for checking grades each fall and
spring semester.
The Membership Education Officer shall:
be responsible for the educating, training, and
initiation of all prospective members of the Chapter.
assure that all necessary data on Membership
Candidates is obtained and submitted to the proper authorities.
be responsible for continued education and retention
of active members.
The Treasurer shall:
Control the receipts and disbursement of all monies of
the Chapter.
Serve as a member ex-officio of any or all committees
appointed to deal with problem that would require expenditures of Chapter Funds
or the assessment of the membership funds for certain projects, submitting
recommendation concerning the financial polices of the chapterChapter
as my be required.
Sign all instrumentinstruments for monies
disbursed and other business instruments as a co-signer with the President of
the chapterChapter
in accord with the rules and regulations as described by The University of
Akron.
prepare semi-annual reports of Chapter finances to the
National Executive Director.
collect all dues and approve assessment from the members andmembers and collect
all sums due to the Chapter from other sources.
be solely responsible for the collection of all moneys
for and moneys for and the ordering of all regalia from the national Executive
Director of the Fraternity.
be responsible for preparing and presenting an annual
EAF budget for Associated Student Government.
The Secretary shall:
record the minutes of all meetings of the Chapter and
after approval, shall transcribe them in type-writtentypewritten form on an
official form as supplied by the National Office.
sign and store these minutes as the official record of
the Chapter.
prepare a Roll Call of members and call it when
necessary for the purposes of voting by roll-callroll call.
be responsible for taking attendance at all Fraternity
functions[.5] .
create a roster of recent Active, Inactive,
Conditional, and Faculty Advisor to disburse to the Brotherhood and the Faculty
Advisor each semester (Fall and Spring). This Roster should include Proper
Name, Home and School Addresses and Telephone Numbers, Date of Birth,
Instruments played, and Major.
prepare and submit articles for the Podium and Kadenza
by times specified by their Publishers.
The Historian shall
keep the Chapter advised of important happenings and
important events with the alumni of the Chapter, as facts become known.
maintain a permanent record of Inactive,
Alumnus, Life, aan Honorary, and
Sustaining Members of the Chapter. This record should include Proper Name,
Address, Date of Birth, Chapter Number, All Instruments played in the band
and/or other musical organizations, honors achieved during active membership,
and other accomplishments and pertinent data.
keep a written and pictorial history of the Chapter.
assist with the preparation and insure the submission
of articles for the Podium and the Kadenza by the specified times.
The Colonization Officer shall:
serve as the Colonization Committee chair.
receive the colonization package from the national
Office and fulfill the requirements of the package.
inform the chapterChapter on the
progress of the prospective colony in their committee reports.
submit a lesson plan prior to the teaching and
instructing of the colony at each regular meeting before the colony meeting.
All Chapter Officers shall be responsible for maintain
a safe repository for Chapter records
In the event that an office, who is currently serving
their prescribed term, should find that they are:
unable to complete that term,
no longer qualified to serve in their office or carry
out the duties prescribed to them,
in violation of any of the Sections of 7,VII. Officer officers and
their duties of this Constitution in regards to duties, qualifications, or
proper attitudes, should, in good moral faith, promptly resign his office and
motion for their replacement.
An officer may be removed from office upon
recommendation in writing by an active member to the Parliamentarian (or the
President in the case of removal of the Parliamentarian) and after the approval
of seventy-five (75) percent of the electorate. This officer may remain and
vote on the proceedings.
Notice of resignation must be given to the
Parliamentarian in writing. Nominations shall follow at the next regularly
scheduled meeting with elections at the meeting following that.
The Standing Committees of the Chapter shall be:
Executive Committee:
will consist of the seven (7) elected officers and
shall discharge the administration of the policies and programs of the
Fraternity as decided upon in the meetings. This committee shall endeavor to
have all items of business to be brought before the Chapter well-organizedwell organized
prior to the meeting as scheduled.
the vice president shall chair this committee.
Activities Committee:
shall be responsible for organizing social and other
functions for the Chapter and the University bands, and make arrangementsarrange
for the visitation of other University Bands and act as entertainment committee
during such visits.
shall aid all band members to adjust themselves to
their school situations.
shall keep in close contact with area
colleges/universities interested in forming a chapter of KAPPA KAPPA PSI
Membership Education Committee
shall be responsible for the recommendation of band
members and other qualified parties for membership in the organization.
shall assist the Membership Education Officer in the
educating, training, and initiation of said prospective members, by providing
and planning approved activities during their probationary period.
the Membership Education Officer shall be a member of
this committee.
Fundraising Committee:
shall set up and carry out (with the help of the
brotherhood) activities and programs designed to raise money for the chapter.
the Chapter Treasurer is to be a member of this
committee.
Ritual/Regalia committee:
shall be responsible for the car and maintenance of
all ritual and regalia of the Fraternity
shall be responsible for the setup and coordinating of
all rituals
shall meet at the discretion of the chair or when
charged to do by the President, vice-President, or the active membership.
Constitution committee:
shall oversee and with the approval of the
brotherhood, make necessary changes to the Chapter constitution.
the Parliamentarian is to chair this committee.
shall meet at the discretion of the chair or when
charged to do so by the President, Vice-President, President, or the active
membership.
Chronicle Committee:
shall keep a written and pictorial history of Zeta
Omicron chapter.
shall care for and maintain the Chapter scrapbook whichscrapbook that
is to remain current at all times.
shall be responsible for making a display for the
annual district convention.

shall meet at the discretion of the chair when charged
to do so by the President, Vice-President, or the active membership.
The President shall designate the chairmenchairs[.6]
of all special committees, and the Chairmen Chairs of those
standing committees not prescribed hereinafter. As require, the President will appoint
special committees. In certain cases, ex-officio members may be designated at
the direction of the President.
Members of all special committees shall serve only as
long as required to complete their purpose or until relieved of their
appointments by the President.
All special committees of the chapterChapter
shall be determined by the Chapter or as made necessary in carrying out special
functions prescribed in this document.
Regularly Scheduled meetings of the Chapter shall be
held at a time and place agreed upon by a majority of the Chapter at the
beginning of the semester. No meeting shall be held during the weeks of final
examinations unless emergency matters deem it necessary. Meetings shall be held
no less than once a month.
Special chapterChapter meetings may
be called by a majority of the Chapter or upon recommendation of the chapterChapter
President or Sponsor with the approval of the majority of the Executive
Committee.
A notice prior to the date of the meeting shall be
given at least seven (7) days in advance by the President. In the case of a
special meeting, at least seven (7) days or as soon as possible shall be the
required notice.
One-half (½) of the total electorate of the chapterChapter,
together with at least four (4) officers (at least one of which is the
President or Vice-President), shall constitute quorum for conducting Chapter
business.

Attendance of all members shall be expected at all
regularly scheduled meetings and special meetings, when properly called. Failure
to obtain an excused absence from such meetings will result in a fine payable
to the Chapter Treasurer. Two (2) unexcused absences in one (1) semester shall
be regarded as due cause to be called before the Executive Committee for
Discipline.
All regular meetings of the Zeta Omicron Chapter of
KAPPA KAPPA PSI shall be open to all individuals who have completed the steps
to activation. Exceptions will be permitted with an approval by the Chapter
President.
Zeta Omicron chapterChapter shall be
officially represented at each District and National Chapter Convention by a
delegate or an alternate delegate. In the absence of a delegate or alternate to
such a function, the Chapter shall be represented by a proxy, whom the chapterChapter
shall select.
Each delegate and/or alternate shall:
Be an active member of the Chapter in good standing.
Be capable of representing the chapterChapter
under all conditions at the convention that they will be attending.
The sponsor(s) may be designated to accompany the
delegates to the conventions in aan advisory capacity.
The selected delegates shall make all necessary
arrangements to be in attendance at each session of the convention to which
they are delegated and shall be prepared to take an active part in the business
of the convention and to execute such duties as may be imposed upon them by the
Present and Executive Committee of the Chapter.
Chapter Delegates shall serve without compensation.
Expenses of the chapterChapter Delegate(s),
when authorized by the chapterChapter, shall be paid
by the Chapter upon presentation of a written statement approved by the Chapter
President and Treasurer.
The funds of this organization are to be deposited in
a bank that is insured by the Federal Deposit Insurance Corporation (FDIC) and
all disbursements are to be made from this account upon request the Chapter
Treasurer and President or Vice-President.
All moneys of the Chapter shall be received and expended
by the Chapter Treasurer. Expenditures for other than routine business shall
have been specifically authorized prior to payment by the Treasurer.
The fiscal year for the Chapter shall be from July 1,
to the succeeding June 30.
The financial policies of the Chapter shall be
governed by a budget prepared by the Treasurer, in consultation with other
members of the Executive Committee, and shall be presented to the electorate
for adoption at the beginning of the fiscal year.
Income of the chapterChapter shall be derived
from Initiation fees, dues, fines, and such special money-raising projects as
may be approved from time to time, as are hereinafter provided. All debts
incurred during the semester must be paid in full by the end of the semester. A
member’s failure to meet their obligations promptly shall constitute due cause
for review by the Executive Committee, which shall take appropriate action.
Annual dues shall be assess each active member and
shall be payable as specified by the Chapter Treasurer. These dues shall
include an annual membership fee payable to the National Executive Director on
or before September 30 of each year.
Zeta Omicron Chapter shall pay an annual National
Chapter fee to the National Executive Director on or before September 30 of
each year.
The financial records of this organization are to be
kept current at all times.
Any of the electorate shall have the right to inspect
the financial records.
The National Publications may be supplemented from
time to time, as the need may arise, with newsletters to Zeta Omicron Chapter
Alumni.
A secret ritual as set forth by the National Chapter,Chapter
shall be prescribed for the membership education process of all candidates and
their subsequent initiation in to Zeta Omicron Chapter. The safekeeping of
these rituals shall be the responsibility of the chairman of the Committee
on Ritual and Regalia, who may direct that they be kept with the Recording
Secretary’s records where they shall at all times (when not in use) be kept
under lock and key.
A special ceremony shall be prescribed for the
installation of the chapterChapter Officers into
their respective offices.
Rituals can be revised only by the National chapterChapter
in convention assembled.
All regalia of the Fraternity, including ritual
equipment, jewelry, charters, and membership shingles shall be prescribe by the
National Chapter.
The official jewelry of Zeta Omicron Chapter shall include
the official fraternity Coat of Arms (recognition button) jeweled badge
together with appropriate guard pin. All items are to be purchased only from
the National Executive Director.
Jewelry shall be purchased by a requisition prepared
by the Chapter Treasurer and accompanied by full payment placed with the
National Executive Director, who shall place the order with the official
jeweler. The Fraternity shall receive no royalty on jewelry purchased.
Member shall be expected to attend all chapterChapter
Sponsored rituals. In order to be absent, an excuse in proxy form must be given
to any executive officer no later than regular meeting before the ritual. Two
(2) unexcused absences from rituals in a semester shall be grounds to be
brought before the Executive committee for possible recommendation to the
General Brotherhood for suspension or expulsion, as proved in Section 25.8[.7] .
This Constitution shall become valid upon the
favorable vote of seventy-five (75) percent of the electorate assembled. Such
vote to take lace at a regularly scheduled meeting.
Amendments will be appended in the order of their
adoption, said adoption to consist of the favorable vote of seventy-five (75)
percent of the electorate present.
After motions are made dealing with amendments to the
constitution, one week must pass for the vote to take place to allow for due
consideration by the chapterChapter.
Polices will be appended in the order of there
adoption, said adoption to consist of the favorable vote of a majority of the electorate
present.
Annual dues shall include Chapter, National, and
District dues as set forth by the chapterChapter, National, and
District. These dues shall be submitted to the Chapter Treasurer on or before
the third regularly scheduled meeting in the fall semester. Failure to do so,so
will result in automatically being placed on probation.
There shall be an initiation fee to new members whichmembers, which
shall include a National Initiation fee and the Chapter Initiation fee as set
by the National Executive Director.
The fee for a Life membership will be set by the
national and can be paid directly to the national Executive Director.
Excused absence for illness,illness
or emergency must be submitted at the first meeting attended following absence,
accepted by a vote of the executive council. Excused absences are defined as
any absences for good cause such as work, class, illness, and the like. At
least six (6) hours notice should be given to either the Chapter President,
vice-President, Parliamentarian, or Secretary; and with appeal of their
decision, to the Executive Committee, if necessary.
If a member has more than four (4) unexcused absenceabsences,
they will be called in front of executive committee and if that member has more
than seven
(7) will be automatically placed on probation.
The Chapter Delegate and/or Alternate Delegate shall
give a report of the Convention meeting’s business in the first meeting
following the Convention.
Each Active member may hold only one (1) proxy at any
one (1) time.
The person holding a proxy of the absent active brother member is
responsible for getting all the important, dates, events, and notices to the brothermember.
In the event that the absent brother member does not
receive such information and missed a fineable function, the fine will be
assessed to the negligent brothermember.
A proxy as previously mentioned shall be written in
the following manner:
Date of Meeting the bother is to be absent.
Contain absent brother’s member’s name and
signature.
Brother’s Member’s reason for
absence.
Name of active brother member to receive
proxy.
Submitted at the time of the meeting to be effect.
Written Committee Reports must be submitted by the
committee head at the next regularly scheduled Chapter meeting following the
meeting of a committee.
All fundraisers or activities of any short dealing
with income or outgoing of moneys,moneys must be
overseen on a daily basis (during set-up and take-downtakedown)
by a minimum of one officer. All moneys bust be turned in to the Chapter
Treasurer at the close of the day.
All fundraisers must have the approval of the Office
of Student Development in advance.
KAPPA KAPPA PSI shall not discriminate on the basis of
race, creed, national origin, ancestry, sex, age, handicap, or sexual
orientation in the selections of its members or in its programs unless federal
or state laws allow for such exceptions.
Membership requirements consists of a 2.00 or better
cumulative grade point average, enrollment and participation in a Symphonic
band, Concert band, Marching Band, University band, Blue and Gold Brass, Jazz
Lab Band or a Jazz Ensemble every semester with a cumulative grade point
average of 3.00 or higher in bands and having all dues and fees paid in full.
If a member can no longer meet the requirements for
membership, he or she must apply for conditional status.
All active members must produce a copy of their
present class schedule and a current record of their cumulative grade point
average, and present them to the Parliamentarian by the second week of each
semester. Failure to do so will result in the member automatically being placed
on probation.
The term ELECTORATE shall be used to designate the
voting members of the Chapter, which shall consist of all active members of the
Chapter.
Alumnus, Life, Honorary, and Conditional members not
on suspension are welcome and may attend any regularly scheduled local Chapter
meetings and may, upon recognition by the Chair, voice options and recommendations,
but shall have no voting rights in the meeting.
Probation-Placing a member on
probation is an option to be used at the discretion of the active membership.
Any member guilty of unbrotherly conduct, violation of this constitution, policies
or actions contrary to the purposes of KAPPA KAPPA PSI may be brought in front
of the executive

If placed on probation the brother member would
temporally lose his/her right to vote, the right to participate in ritual and
the right to participate in any fraternal activity. If the brother member is
an officer,
they would will have
a temporary replacement appointed for them by the executive councilExecutive
Committee. To place brother a member on or off of
probation requires a majority vote.
Alumnus, Life, Honorary, and conditional members not
on suspension are welcome and may attend any regularly scheduled local[.10] chapter Chapter meetings and
may, upon recognition by the chair, voice opinions, and recommendations, but
shall have no voting rights in the meeting.
Expulsion or Suspension of a member of the Active
Chapter may become necessary in the best interests of the ideal of and purposes
of the Chapter. Upon due cause, with the recommendation of the Executive
Committee, a member of the Chapter may be suspended indefinitely upon
unfavorable vote of seventy-five (75) percent of the electorate. Upon
notification of such action, the member shall be restrained from representing himself[.11] as a member of the Fraternity. The member
shall have all privileges revoked, and shall immediately surrender all badges,
regalia, and other insignia, along with other Chapter property which the ember
may possess to the Chapter Treasurer, to held in trust until such time as the
member may be reinstated with the Chapter. Notification of suspension (and reinstatementsand
reinstatements) should be forwarded immediately to National
Headquarters by
chapterChapter
presidentPresident.[.12]
After two (2) semesters have elapsed and the suspended
member has failed to petition for reinstatement or correction of their conduct,
or removed the cause for their suspension, the member shall, upon seventy-five
(75) percent vote of the electorate, be expelled from the Fraternity, and shall
have their name stricken from the Master Chapter Roster at the national Office.
Transfer Policy – Any member of any
KAPPA KAPPA PSI Chapter who has recently been an active member of that chapter
is, upon transferring to the University of Akron, eligible to become an active
member of Zeta Omicron chapterChapter provided the
members enrolls in The University of Akron band program, has written
recommendation from their previous chapter, makes payment of chapterChapter
dues, and has proper fraternity identification.
Alcohol or any controlled substance shall not be
purchased or consumed at any scheduled fraternity event.
No member of the fraternity is to purchase or consume
alcohol or any controlled substance while outwardly displaying any fraternity
regalia i.e.
such
as clothing, jewelry, etc…
Active members caught in the act of violating sections
16.9.1 or 16.9.216.9.1 or 16.9.2 shall face a
punishment to be determined by a session of Executive committeeCommittee.[.13]
