As this graph shows, the optimum fluoride concentration for the reduction of dental caries (i.e. cavities) is about 1 part per million, or 0.0001 percent.

Many young children develop enamel fluorosis (resulting in mild mottling) because they swallow their toothpaste, or use more than the recommended "pea-sized" amount.
