Rationale:
The Manual Communication Certificate Program will be updated to be consistent with our new college, the College of Health Sciences and Human Services. The Certificate title will be changed to the HSHS Manual Communication Certificate, and a new course will be required titled First Responders to the Deaf Community (see proposal HS-01-001). That course will be consistent with the new College's mission, and will focus on the American Sign Language skills needed for first-responder encounters with members of the Deaf Community.

This Certificate is designed to expose students to American Sign Language so they can communicate with Deaf/hearing impaired persons. Certificate holders will build toward communication competency in American Sign Language as well as cultural sensitivity regarding the Deaf community. This Certificate is open to undergraduate majors in any discipline as well as persons with a baccalaureate degree from the University or any other accredited institution. This certificate may also be earned independent of earning a degree.
